The weapons have been redirected. There isn't a late shipment issue, there's a necessity issue politically speaking.

It would seem like the supply chain mechanics need to be overhauled and changed to support just in time delivery... meaning that more supplies must be in the supply chain links such that there is never a time when a delivery cannot be made when needed, especially in wartime!!! The fine tuning might seem difficult, but the powers that be must address each link in the chain. Each receiving link is the customer and previous link's Boss and so forth down the Chain... The supply chain must satisfy each customer in the chain... No ifs ands or buts, or heads will roll!!! Over simplification, maybe, but it works if you are customer savvy!!!

Though, it being munitions, a Stockpile is not only hard to maintain, let alone guard.
Plus red tape, getting everything sent, necessity of over-ride of destination to re route those at the shipping point to alternate destinations.
Such things are like the Priority calling in Military.
When needed, every line near the line of use being dropped to clear a channel for higher/ highest priority is just an on demand thing which can not be helped.
Those dropped calls are then either completely ended or with time redirected.
If as in this case , munitions delivery points had been dropped in favor of another higher priority that is mor urgent, the original destination gets put " On Hold" . The original destination will still be able to get the munitions , but with a time delay.
