But I think it is an obvious statement. But having said it on the world stage sets up and reinforces what Putin has been saying to his own people. If he said at a political rally or fund raiser, it would be less usable by Putin. But on the world stage it makes it worse as that can be construed as doctrine.

This is another case where Biden spoke his feelings and not what his Whitehouse staff recommended, SFC Joe S. Davis Jr., MSM, DSL! I listened to His speech and it was a forceful and emotion packed speech. However, He caused more possible harm than good, calling Putin a butcher and then strongly indicating that Putin should no longer be in power... Although I concur with what He said, those on the Global Stage were nervous about the possibility of Putin entertaining the use of a nuclear bomb, tactical or otherwise... We live in tough times these days... Just saying...
