He had been asked to but a majority of Americans were thought to be against it. Pearl Harbor changed all that.

Long before Pearl Harbor, Winston Churchill was all but begging the US to enter the war.

After the Gunboat incident in China there was thought that the US may enter, but it did not happen. There is a story out there about a US flagged vessel that was sent to the Sea of Japan to be intentionally attacked by the Japanese. The event didn't occur because Pearl harbor Happened.
