Very good read. This might be a little rattling around but I typing as I am thinking.
While I agree with the never ending “public” combat is hurting us as a country.
And he is why used the word “public”, during the Cold War we were using spy’s to take each other out, and few people will ever know the extent of those operations.
The author is suggesting that we pull out of these shadow areas altogether, while I agree in a public sense we need too, but stay with them in private. The reason to stay in private,IMHO, is that we as a country have to keep the foes that would harm this country on its toes. If we relax they will tear us apart.
I know that one statement brings up a slew of other questions without easy answers.
