It'd be on those individual business owners and cities to seek charges. If they destroyed state property the state could the seek charges. However most federal builds damage such as that court house in Portland aren't federal property according to GSA records the court merely leases the building. It's on the property real estate group to seek justice. Same can be said about the federal agency I work for. Our building is rented on XYZ years. The capitol building is direct federal property overseen by the government not the district of Colombia. Fed has full control of whatever charges they see fit unfortunately.
