Certainly within their authority to put such restrictions on use of a weapon, exact same theory as Biden used in withholding weapons that might be used against Rafah.

Even though they will have Russian air defense artillery or manpads That could shoot down that at F-16 in Russian territory.
The ukrainian pilot knows that the Russian pilot wants to pursue him anyway so he might as well go into russia and finish him off because someone is going to die anyway.
