No they aren't. This is Big Army being stupid...again.
Does anyone think the new 'recruiters' will be mentally there when they got jammed like this. To be honest, were I an NCO wrapped up in this, I'd be planning my exit from the Army. This is not taking care of Soldiers. This is to make Generals and Secretary's look good.

The Army does this. And then they wonder why people vote with their feet or fail to make quota month after month

This program, first of all, is not looking at the problems the military has for failing to meet recruiting goals. Throwing more recruiters into service Wil not solve the problem. We need to start treating servicemembers with dignity and respect - paying a fair wage - cleaning up dining and housing problems - etc. We are looking for young men and women who are computer literate - they research the military and find it woefully failing in taking care of their employees! In addition to the above issues, we are setting in place a program that could end up with rampant cutting of corners to seek and enlist recruits. Automatic promotion to Staff Sergeant and promotion to Sergeant First Class after meeting a quota is incentive enough for many to cut corners and cheat on the processes! Additionally, these instant promotion NCOs will eventually return to their career fields - and may be unqualified for the position they hold... However, with the bonuses they received, they will be driving shiny new cars!
