If President Biden is considered a "sympathetic, well-meaning, elderly man with a poor memory" Should he retire or run for President in 2024?

(Note: I did watch PBS Newshour today 8 FEB 2024 and this network is typical and supportive of Biden and thought it was acceptable for Biden to have classified documents. The Network legal expert said Trump was not cooperative with the US Bureau of Archives and that was a main difference)
A 350-page report from The US Department of Justice Special Counsel found President Biden, NOT Guilty of mishandling classified information. This reminds me of Hillary Clinton Co- mingling classified information on a secret server on purpose of evading the u s archives. This way they couldn't get copies of her e-mails. She purposely deleted emails, smashed her cell phones and wiped her server clean by a professional bleach block. The FBI director said that there was no intent. This is folly!
1. Keeping files as a Senator or Vice President (taken from the SCIF is a Felony.
2. Even coming clean doesn't absolve you of getting busted. This will help President Trump get an acquittal in the Federal Government's Classified information case.
3. President Biden knew exactly what he was doing, even though he may be senile now, it doesn't prevent him from controversy. He can be considered a senile old man but he's still running for President of the USA in 2024?
4. I guess juries in Washington, DC will only convict Republicans.
5. President Biden couldn't remember when his son died or where he died and what he died of. He could not remember when he became Vice- President. We know he has told grieving Goldstar Mother that his son died in Iraq, not at Walter Reed Medical Center of cancer. This really upset those grieving parents.
