How does the Army decide on TCS orders or MOBORDs?

I’m currently getting screwed out of Civilian Clothing Allowance because my MOBORD has me reporting to Fort Bliss for CRC and then have TCS orders that send me overseas. Because, my MOBORD is CONUS I can’t get a civilian clothing allowance. Any suggestions? I’ve had to buy civilian attire for this deployment. No, “civilian clothing is required” is not on my orders. My orders say 390 days.

All individual mobs go to Ft Bliss for CRC. You are on TCS because you are being sliced to an other element but will return to your parent unit upon completion of your orders. So if you’re going to an embassy, or filling a 35E position, or for some other position where military uniform is not allowed you need to submit a 4187 to allow for the allowance. Just cause it is not on your orders doesn’t mean you’re not going to get it. It just makes it more of a hassle. Good luck-

Sir, I have a questions regarding SSI, (which my unit is questioning/not allowing) and their connection to 'written orders'. AR 670-1 states on SSI/
(d) When echelons below company level (such as teams or squads) deploy, members of these units will wear the SSI of the lowest echelon deployed Army unit (company or higher) in the deployed chain of command (based on written orders) as the SSI–MOHC. When there is no intermediate unit (company or higher) in the deployed chain of command, these deployed Soldiers will wear the SSI of the senior command in the theater as its SSI–MOHC. (e) Individual Soldiers who are attached (to include OPCON, cross-leveled, assigned, or augmenting deployed units) will wear the same SSI–MOHC worn by members of the deployed Army unit (company or higher) to which attached by written orders.
(16) Operation Inherent Resolve: between 15 June 2014 and a date to be determined, for Soldiers deployed to Iraq, Jordan, or Syria in support of OIR, who received combat zone tax exclusion and hostile fire/IDP as identified by USCENTCOM Command Center–Joint Staff for Personnel and Administration. Soldiers who were deployed in the area of operations on training exercises or in support of operations other than OIR are not authorized the SSI–MOHC, unless those exercises or operations became combat or support missions to OIR.
I was assigned to a Task Force under SOCCENT in support of OIR. My written orders though, don't specify anything except that I was assigned to Jordan. No dates and no specification on the actual mission I supported. Upon leaving, I was given an MFR stating I was awarded SSI for SOCOM under This paragraph of the same regulation in support of OIR. The parent unit came back and said it's all invalid.
Can I get the 'Jordan' Order amended to specify the operation I was in support of?

Active duty troops don't get civilian clothing allowance unless in specific positions. Why would you get such a clothing allowance? Is it a diplomatic assignment?

I’m in an Analyst role supporting 18 series teams. The LT that was in my role before I got here received it.

CPT (Join to see) - Analysts typically are not required to wear civilian clothing, and you do need to be on a PCS order to get it. Every Reserve deployment I've ever heard of has been a TCS order, PCS isn't really ever used for a combatant tour.

C. Extra Clothing Allowances are additional to initial and replacement allowances and do not reduce, replace or otherwise affect them. Extra clothing allowances provide for unusual circumstances when an enlisted member may require additional uniform items or when an officer (with a permanent duty station outside the United States) or enlisted member may require civilian clothes to perform their assigned duties.
290103. References. The following regulations detail the entitlements, policies, and procedures on the quantity and kind of clothing that must be provided, the cash allowance in lieu thereof, and the provisions for payment of clothing replacement allowances.
Army: AR 700-84 8-2
b. Officers. By law, an officer is authorized a civilian clothing allowance only if the officer’s permanent duty station
is outside the United States. Officers who are eligible to receive a CCA and are reporting on a permanent change of
station to an overseas location may receive payment of that allowance 90 days prior to their report date as stated on
their orders. See the point of contact list in table 8–1, for officers to contact when assigned outside the United States,
who are—
(1) Assigned to permanent or temporary duty in a foreign country where the host-nation government prohibits U.S.
military personnel from wearing their military uniform, as noted in the Department of Defense Foreign Clearance
Guide, DOD 4500.54–G.
(2) Assigned outside the United States to intelligence, security, or related activities clearly requiring civilian clothing
be worn.
(3) Assigned outside the United States or attached to Army attaché offices to include foreign area officer (FAO) incountry
trainees. The DCS, G–2 decides whether civilian clothing is necessary.
IMO an analyst would not meet hte clearly requiring definition without substantial orders from your command.

So, I received civilian clothing allowance as a SSG, not on PCS orders. I was in a position where I went TDY where their government did not like us wearing our uniforms. So my jobs clearly met the guidelines. Even as an Intel analyst. The 1LTs job might meet that guideline or another. His best bet is to talk to the individual who he is replacing and figure out how he did it. The last thing you want is for a replacement to come in and change the way business is done, and because of that, cause a situation.
