Enforcement was ordered to stand down while the city burned.
Criminals and opportunists took note, and redoubled their efforts.
Now there are much fewer cops due to retirements, and they simply can't patrol as they once did.
Questioning the police chief as to how this all happened is blame deflection, pure and simple.
