No mention of "stacking" the Court.
I agree term limits would take a Constitutional amendment. Not sure about ethnics laws.

Yes, they do have to be Constitutional amendments. I'm all in on term limits...for Congress.

To what end? That would be to pander to those whining about their perception of the court's political leanings. He cannot stack the court because the GOP could initially push back the attempt, pushing it to November and even if the Democrats overcome this, they still have to get the new justices confirmed (still not enough time), and even then, this could prompt the GOP to pack it some more after they take control of the House and Senate. This is a dangerous road for Biden to cross and there are Democrat / Independent Senators that are not necessarily keen on the idea of packing the courts. Biden would effectively need all Democrats and Independents to vote for it. Now will he try? I think so, because let's face it, he has nothing to lose. He's already hit rock bottom.
