Deal reached on framework for omnibus spending bill - Roll Call

I'm fairly certain that I won't like parts of the omnibus. Budgeting shouldn't be this difficult. I don't have to write it down. I know how much I have or can borrow with a signature, to be paid back within 90 days. I know what I have to pay certain people every month. Everything else goes to investments. I don't budget money I don't have. I'm thinking about trading my Chrysler for a Caddy though, but all that means is that there will be less going to investments for a couple of years. How in the hell does Congress manage to get us so far upside down?
