Not sure I like this usurpation of the Military Chain of Command. If a person is committing actual sexual harassment or abuse, then toss them in the brig or stockage. If the Chain of Command is covering up for someone, downplaying an actual event, etc., park them in the brig or stockade right alongside the offender and stop letting Senior NCO's and Officers retire with a reprimand and keep their benefits; spank them just as hard as the lower enlisted ranks get. Want to lose control of the Military? Take away the Chain of Command.

I don't see the issue of sending it to the next higher level chain of command to investigate.
