High crime, high prices, communities awash in drugs and drug overdoses are fueling a rebellion.

Idea came up before that - and was cut down for politics same as this is. We actually do need such to coordinate defensive actions from external operations (to include those funded internally) ----- However - putting a political hack is a wrong move. But there are few moves that are not wrong from the start in the Executive Branch these days... all is but politics. There are some seriously good people out there that could do this job -- and fully understand the threats and the target audiences and years of experience. She is not one of them.
