I read this "report." It is full of "may have" "suspected" and "possibly"

Very little evidence.
Lot's of supposition.

Michael Gableman, the so-called investigator, publicly stated just days after the election that he believed the election was stolen.
If one investigates with a pre-determined mindset, one will find what they believe is there, not necessarily the facts.
