Massachusetts District Court Judge and Court Officer Indicted for Obstruction of Justice

I am unable to understand why the judge and/or court officer would do this. It was evident the person was a habitual defendant and has no right to be in MA (banned from USA until 2027). Did they think it was ok to "let him go"? Why? what was their reasoning? Totally baffling!!!
