Interesting that civilian ammo is more deadly than military. I hadn't considered that.

Yes, it is, there is ammunition I was issued as a civilian Police Office that the Military couldn't use. Example the Military using ball ammunition which We would use jacketed hollow points that did more damage but not zip through a person the way the ball ammo would. Most our shooting situations were at close range and You didn't want distance travelling or the round beyond the target even if You hit him with that shot. Often the Military was limited by International agreement, the civilian Police weren't.
