If memory serves, this was the one LBJ/McNamara warned them to protect innocent civilians.

Yes, and now that has become a standard. How many wars have been won without collateral damage?

Now the "...rest of the story..." McNamara and Johnson then initiated White House interference in targeting North Vietnam's infrastructure and supplies during Operation Rolling Thunder. PACOM and the 7th Air Force DID NOT HAVE FINAL APPROVAL on any targets North of the DMZ. That was reserved for McNamara and Johnson who were trying to send "...messages..." to the North Vietnamese by keeping Hanoi and Haiphong off limits to American Air Power. The results were disastrous as U.S. Flyers were slaughtered over North Vietnam because they could not initiate preemptive strikes against MIG bases and AAA/Missile batteries in and around Hanoi and Haiphong. McNamara's arrogance and hubris and Johnson's incompetence resulted in deaths and capture of U.S. Airman that could have and should have been avoided.
