I think this was an easy sell by Rubio. Panama has almost no history with China and well over 100 years with the US.
Plus, I believe Panama knew that to go 'belt and road' was a loss of their sovereignty. All they had to do was look to the other countries, especially in Africa, divesting themselves from China.
