How should we proceed with awards that were proposed during a deployment and lost over 10 years ago?

This is one of those situations where the saying applies, "You might as well ask, because the worst they can do is say no." I guess there's another possible negative outcome, which is that someone gets a negative impression of whomever it is that fouled up and prevented the award from being submitted in a timely manner. If that "whomever it is that fouled up" is you, you should do the right thing even if it makes someone think ill of you, and if it *isn't* you, doing the right thing should take priority over not bringing to light their failure.
If you have the information required to submit the paperwork, do so. Include a cover letter that explains the delay in submission. Although MSG Anonymous below points out that AR 600-8-22 says "recommendation should be submitted within 2 years of event," *should* is not the same as *must*.

Thanks. Our leadership on this deployment was, without stating anything less, was FU. I feel really bad that the guys I wrote a 638 never got the award I wrote. My signature was forged and awards were written by the admin NCO ordered by the 1st SGT. I was out on missions and found out about this 5 days before we RIP'd. I also had a BSM and PH in the system and had all but one signature to complete. The awards never went to that command for signature.
