Question for Senior Enlisted. A friend of mine has been on Rear Detachment since January of this year and has never been given the opportunity of a promotion board. He’s in his primary zone, and has not received any counselings. His unit see’s Rear D as the slacker Soldiers who can’t deploy and thus try to keep them in the shadows. He’s trying to avoid involving IG, but would like advice as to how he can progress. Any advice is welcome. Thank you.

Promotion boards are not optional.
IG may be required. But before that happens, utilize CSM's open door. I would bet dollars to donuts that if a CSM - any CSM - finds out that a Soldier was being denied a promotion board and there was no counseling to back it up, that would be fixed within a month.
If CSM is forward, then the Rear-D SGM. Even if it is a MSG acting as rear-D SGM. If that gets no help, then the Rear-D Commander should be utilized.
If none of that gets results, THEN, and only then, do you go see IG.

I would Definitely seek support from the IG!!! Your unit appears to already be lock in on you not getting Promoted. Always log every interaction, time, date and with whom!! Never give in!!!!
