Attractive in concept. As explained, is yet another program to shovel tax funds to over priced public institutions sitting on obscene amounts of endowments. I earned my undergraduate and graduate degrees through a mix of "for profit" (aren't they all?) and public institutions. It was not lost on me that, as COLA was awarded to my GI Bill, costs by both public and private institutions moved in lock step. Pell grants to convicts? More information needed.
