National Guard helicopter crew grounded for flying low over hurricane relief depot and scattering...

In the absence of dedicated landing sites was anyone in communication with the Helicopter? Who dispatched the Helicopter and instructed them on where to go? They were trying to help by delivering supplies also. Until more is known I can't see why there should be such criticism of the Crew.

I'm trying to give the government agencies some slack, but after the debacles with private citizens, my passes are gone. It doesn't take a rocket scientist, when you have crew and co-pilot to tell there was no landing area at that location.
