Title 18 U.S.C. § 600 thru 607 prohibits the campaigning in City, County, State and Federal offices, including the office buildings and district offices, in connection with a federal, state, or local election.
It is considered fostering a hostile environment when a civil servant uses their position in this manner. If a person thus approached were to site the civil servant, the Civil servant acting in such a manner would forfeit the normal legal protections afforded by their position and shall be charged with intimidation.

Before you jump to any accusations, SFC Ralph E Kelley, I'm not saying that there shouldn't be similar prohibitions on state and local employees, just that it's not within Congress' power to do so. That authority is reserved to the individual States under the U.S. Constitution.
