SFC (Join to see) Have to disagree with you on this one. Most of what the intelligence community does is behind the curtain so its hard to truly appreciate the value they bring to the fight, I wouldn't want to go into battle without them.

@frank D. , I get that everyone wants to make it to the top. But yea, that's the area I'm referring to. Some times people lose the mission and purpose when there's no where else to go in a Dept.

SFC (Join to see) - That's a problem with the civil service overall. We all want to make as much money as we can. If the positions aren't written properly, the position is capped leaving a good employee the option of staying in a dead end job or moving on. With some specialties, there is a very limited market. I have no problem with paying people what they are worth. I do have a problem with adding administrative management level staff that don't contribute to the mission. Another problem with the GS system. If you want to get promoted, you have to increase the pyramid under you.

There actually are ways to gain more money without moving up. They just don't like to share that information like that. Because if everyone knew how, everyone would want to do it and we would have a bigger financial crisis then we already do... lol..

My personal take on the things I have read over the years, and seen with my own eyes, leads me always back to my original thought (from decades ago) the CIA is to ONLY be a clearing house to get the info to those who need it, leave the actual gathering to a small office in the State Dept, with all of the actual gathering and actionable to the different branches of the Military. This is the way things were done (minus the CIA bit) for well over 100 years, until they created the OSS. and even then, as well as now, a huge portion of the field operatives come from the Military anyway. In my opinion, this would cut way down on persons "going off the reservation" and causing MORE headaches for this Country. (and less likelyhood of people tolerating breaking laws of land warfare, torture, or drugs. all of which happen pretty regularly with the CIA collage boys who have dreams of being James Bond, or wanting to embezzle)
Before people start getting into the "it happens in the Army as well" yes, but that just takes CORRECT training, first unit I was in, had a full day class on the laws of land warfare as it pertains to us, and that class was sobering to me for sure, and it looked that way on my classmates faces as well. Also most of us in the service are against drugs in any form anyway on an instinctive level, for us or for anyone else. As for the rest of that list, again, that would be (mostly) made redundant but putting the Services as the lead organization (NRO I believe came out of the Air Force for example) and this would severely cut the costs across the board.
