Diplomatic immunity is a necessary sometimes evil. Nations or governments of those diplomats in question need to police their own people. As I see it it is the government of Belgium itself who need to be dealt with not the diplomat. I am sure there are multiple millions of unpaid parking violations from spoiled children, or wives of diplomats.

So the S. Korean government should just expel her from the country. If they can’t charge her with a crime they can at least ban her from the country.

First the are trying to get immunity waved by Belgium, if not you can bet a lot of Belgian diplomats will be "Persona Non Grata". From what I get from my wife who listens to Korean news the is not a little thing in the ROK. My son in Seoul backs that up also.
