I'll try and be concise, in an environment of RAR, RAR, POLITICS RAR!
Former President goes to Arlington, no problem.
He lays wreaths at the request of deceased Marines' family members, no problem.
He goes to Section 60 with them, no problem.
His campaign (not media following a candidate) films footage for use in campaign materials, problem.
His campaign (or any campaign, for that matter) wants full control of images so they don't battle copyright and other potential entanglement, so they often bring a crew for the task. This is SOP, but some rudimentary coordination - which surely happened - would have notified them that this was a no go.
Big fail on the part of team Trump.
Should've simply done the event and let the media and surrogates juxtapose the difference in activities that Trump and Biden were doing that day. Take the W. But our fallen are not props, ever.

FLASHBACK: 2020 Joe Biden campaign ad featured photo of him at Arlington gravestone
Biden posted a video on May 25, 2020 from his time as Vice president containing a photo of himself over a grave in the cemetery and the next photo that appears states, “Text JOE to 30330” and “paid for by Biden for President.”

Hid display is part of his fraud of truly caring about our military casualties and deaths.

Lt Col Scott Shuttleworth
He was invited to be there by the gold star families of which Biden nor Kamala was not.
