It appears the Coast Guard has some really pressing issues that aren't being very well taken care of.

"Loss of confidence" can mean almost anything and usually has to do with personal behavior.

I hate the "loss of confidence" charge Brother Dale. It makes me wonder if there are really charges bad enough for dismissal.
