Perhaps, just perhaps Republican senators should have fought harder against the Omnibus. Then this wouldn't be a thing.

The Biden regime will send out the new IRS agents to harass taxpayers whether the new agents are well-trained or not. It's about harassing money-earning taxpayers, not enforcing the extremely and needlessly complex U.S. tax codes.
