Here is a story which may give some insight to show that Russia will probably follow in the footsteps of the Iranians who got f14s in the 1970s under the Shah of Iran and later kept them maintained under the brutal Ayatollah regime to present.

The Iranians paid contractors and military personnel to steal parts for their Tomcats in the mid 1980's. The USS Kitty Hawk caught several contractors and Navy personnel trying to smuggle parts of the ship while finishing up rehabilitation work.
