Absolutely. I just was watching a report on this about 30 minutes ago.

Never charged, never arrest but because Army CID entered their name ("titled") into a report and then sent it to FBI's criminal history database they now show up as having been arrested.

If the Soldier's committed fraud as part of the G-RAP program, by all means - arrest, stand trial, go to jail if convicted. However, less than 10% of the cases that the Army referred for civilian prosecution led to charges being filed.

I'll bet that most FBI agents have done things that would result in criminal records of their own.
