Gross water mismanagement. Not only do they not have a way to save and reuse rainwater when it falls, they fine people who set up rain barrels or cisterns to save and reuse that water. Nor do they do it at the local or state level. Morons. The only solution will be to set up desalinization plants. Very expensive at this point

Since no feasible method of storing excess electricity from windmills is in place, great time to use windmills to power desalination plants. Tijuana, Rosario and Ensenada (arguably San Diego suburbs - or vice versa) already get about 40% of their water from desalination.

From what I understand, their refusal to build any kind of dams or reservoirs is a lot of the problem, any rain they get runs away.
