STUPID people shoot into the air, not considering where that bullet is going to come down. Another case of bad, or no, training.

Minimal evidence indicating that shooting a bullet into the air and having it come down and kill someone (myth #1) exists.
Witness the "MythBusters" episode that, despite myth #1, when they rigged up a pneumatic gun that fired a bullet and a penny (myth #2: a penny dropped from the Empire State Building kills....) at the exact highest speed achievable in a straight on drop of approx. 3 inches for the type of ammunition (pure physics right there!) into a fresh pig carcass and at most the bullet/penny would do was leave a significant but hardly deadly dent mark on the epidermis of said pig. BUSTED!
Now, with that being said, I don't shoot my guns straight up in any celebratory manner, because knowing my luck I would be the guy it actually happens to despite the odds! That, and the price of ammo these days..............................

I would have to see the text. This sounds to me like a back-door gun restriction. It makes it a crime to act with criminal negligence. Well, if it is CRIMINAL negligence, it is ALREADY a crime.
And if it is ONLY about criminally negligent use, why do you need to exempt self-defense, shooting ranges, in the line of duty, etc. None of those are criminally negligent.
Methinks the text says something different than the sound bites do.

Due to the aerodynamics of the arrow falling out of the sky while doing what it is designed to do, your chances of being killed by said arrow is infinitely greater than that of being killed by a bullet falling out of the sky!
