Rules governing fire arms are established by Federal Law as the basis. BATF as part of DOJ will propose final implementing regulations. Those will go through a public comment period and once approved be issued in the CODE OF FEDERAL REGULATIONS.
That is more or less the process. As 1SG Hastings points out we don't know which military court is involved. So it would be hard to speculate on what it means.

Considering a bump stock is an attachment to a weapon, and not a weapon itself, did this really need a judiciary opine?

SSG Edward Tilton - Context does matter. Cars are perfectly legal as well, but when you up armor one and drive it through a school, you run into legal issues.
