It was totally stupid of him to take the secret Service on a joyride from the hospital so he could wave at his well wishers 1SG (Join to see). All his behavior over the past six months and now he wants to put SS agents in peril of catching this disease. They can turn down an event if they deem it is unsafe for him to be there but not when they put their health at risk.

Those agents are assigned to him and are right there with him in a car, hospital room, H-3, White House, AF-1, etc. Doctors cleared it and there was no more risk than if he had stayed in his suite at WR.
