Five homicides out of 200000 people on base and 49 thousand soldiers? Yes, Fort Hood has the highest crime rate of any military base in the Free World. It is a microcosm of our country as a whole. I haven't been there in years is a military policeman and cannot speak to how and what military police are allowed to do as they share their work with DOD police. I can tell you that when I was there we had stakeouts where we would be in civilian clothes up in a tree waiting for a burglar that hit nearly every night in particular areas.
