It's only because the Supreme Court has allowed the 2nd Amendment to be blatantly-ignored at all levels, including Congress. If Constitutional law reigned supreme, the rest wouldn't be necessary.

It's abundantly clear that "local control" of traffic laws leads to chaos. Remember those "speed traps" where a town set the speed limit at 5 MPH through "their town"?
It should be equally clear that any "local control" of gun laws would be equally chaotic.
The law should state the punishment for its violation. Cutting state aid would be effective, but would punish all the citizens of that county or township. The forced removal from office of all politicians who have a hand in the enactment of such laws, clearly in violation of state law, would be more focused on the perpetrators. Perhaps a second conviction (if the politicians manage to get re-elected to office) should lead to a felony conviction with a few years in jail.

How about forced incarceration? It should be about their 'Intent'.

SFC Ralph E Kelley - I dunno. Getting thrown out of office for a first offense seemed enough of a deterrence to me. Of course that would mean a "lame duck" local pol with only a short time left to serve would not have much to lose.
Considering that, perhaps state preemption laws should state that violation will mean jail time.

In Washington it's like legislators don't care. They introduce whatever they want to become law and the governor goes along.
