Civil Service employees do become embedded and reluctant to accept or promogulate change!

They are underestimating and do not understand the culture IMO. I saw it firsthand with GEN Shinseki (and talked to him afterwards). Civil servants, by nature, aren't political, and are not supposed to be. That's why they stay CS and don't usually cross over (and those that are cross over). They are going to remove some significant understanding of the functions and replace them with people they believe are loyal, create bad feelings, and rile up a workforce for little payback. Or a lot of payback if enough of them decide they will withhold that knowledge. I will follow this with interest, but I would be big money they are making a mistake.
