Actually SGT John " Mac " McConnell your discussion should be titled "Remotely pilotless" aerial vehicles. 15 years later we were using observation balloons in our own Civil War .
Because expert marksmen were so plentiful, it was too risky to use helium balloons to take bombs over enemy territory in out Civil War.
Artillery - especially rifled cannon had progressed by our civil war in terms of range and accuracy that balloons would add no value for offensive action.
