It's not a Sharia Law issue alone. It's a cultural issue. In order for women to effect action they must first understand their rights under the laws. Many do not. Second they must feel their claims will be taken seriously and investigated. Who will come forward when they do not feel they will be taken seriously or that there will be a fair investigation? In court rape victims entire sexual history and indiscretions may be put into public view. How many want to go through this?
Countries must enact and enforce laws, the society must agree and understand the laws. Cultural change must happen in order for women to be "liberated". It's not enough to have a law on the books if the cultural norms go against it.

Their culture is their religion, edward! It's one of the only remaining theocratic religions remaining. Sharia law, i.e. their culture, will not be allowed to separate from their religion.
