I'm in Anniston right now and I second your thoughts on the hits this state has taken through BRAC.

Fortunately, the northern part of old Fort McClellan (and Pelham Range) was ceded to the ALARNG. They've done a great job of maintaining the old and building new facilities and the training site gets extensive use. Young soldiers from all over the U.S. attend OCS there (200th Regiment). However, as LTC Trent Klug states, what remains is simply a small portion of what used to be, and there is little dependence on the civilian population.
Another negative is that some of the more beautiful areas of the post (the south), such as Buckner Circle were taken over by civilians. The golf course has survived and many of the field grade and senior NCO quarters are privately owned and well maintained. The Silver Chapel seems nice, but Remington Hall (which is the old Officers Club and now on the National Historic Registry) is in gross disrepair due to neglect from the owner. As to the beautiful huge headquarters buildings in the Buckner Circle area, I don't know who owns them or their physical condition.
All in all, Fort McClellan and Anniston took a hit from which they'll never recover.
Another negative is all of those that were adversely affected from all the chemical contamination that occurred there over the years. Many still suffer and have yet to be compensated, as best I recollect. I spent a lot of time there, but was never permanent party, so I was fortunate to have never suffered.
