The Obama administration is creating a school district within federal prisons to reduce recidivism, wouldn't it make more sense to implement a better program to stop the criminal process before it gets to the prison? Maybe a campaign to educate the trouble spots along with a skills training program so people have a future and don't feel that their only means to exist is through criminal activity?

I'm sure Obama (along with Progressives, most Moderates and many Conservatives) would like to see Public education improved. I don't see why you believe that to be an impediment to separate efforts to reduce recidivism. Public schools depend primarily on property taxes for funding, if an area is economically depressed the schools are also going to be hurting. How do you propose the POTUS address that issue since it's not under Federal control? Federal prisons are another matter, if he can implement a program that provides convicts with valuable skills... the odds of them finding their way back to prison once they have done their time is going to be lower.

LTC (Join to see) - 100 people get out of prison with no marketable skill, what percentage do you believe will eventually find themselves back in prison? Take that same 100 and give them a skill that is in demand. Anything from java development to plumbing... and then help them find a job. If only 1 in 5 who would have otherwise gone back to prison becomes a productive member of society, it's a win for everyone.

I concur with you LTC (Join to see) that it would make much more sense to implement a program to stop individuals from getting involved in a life of crime than to establish a school district within federal prisons. Reducing recidivism can be approached in many ways - some ways are more effective than others in getting people on the right track.
Some examples:
1. Safe house in neighborhood where young people can play, make friends and receive education.
2. Training programs to provide news skills - especially those linked to neighborhood businesses
3. Faith-based approaches like Prison Fellowship offers.

We have a huge prison population relative to the rest of the developed world: fixing the problem will require addressing it from several different vectors, including he "prevention" programs that many have suggested.
Ending privatized prisons see,s like another step in he right direction, if we're taking seriously.

LTC (Join to see) - A government, in theory, should have compelling reasons to rehabilitate and discourage recidivism; corporate structure incentivizes increased profit and growth.
The Land of the Free needs to seriously assess why our prison population is so large when compared to every other developed nation.
