Not sure how being open sexually means you aren't trustworthy... Unless he was hiding it from his wife. But if she was joining his sexcapades then was he really in the wrong? Just pointing out something maybe no one is thinking about.

Good point, at one time Homosexuals were considered to be security risks, even now what would be the ramifications if that same general, instead of being a "swinger" admitted to being a closet homosexual?

Lie detector tests are worthless, and depend entirely upon the subjective opinion of the test-giver. There's a reason no state allows them to be used as evidence in court.

Not only that, unless he needed access to certain types of intelligence or information systems, he didn't necessarily have to undergo a poly for his clearance. That aside, a Counter-Intelligence poly would not have covered this topic as it is focused on insider threats and espionage.

Vetting (Even Lie Detectors) depend on someone that has a problem with what they are doing. Like a lot of Type A Personalities, The General didn't see a problem with what he was doing.
