Why not? Does the level or responsibility and performance warrant it? If so, then absolutely.

The AR is relatively clear on the level of responsibility and performance. In my opinion, I hate to see senior leaders being stingy with this award at retirement time...same cost as an MSM to process and it does not detract from the prestige of the award. In the end, if you can make someone feel better and pin a LOM versus MSM (which they probably have a few) it benefits the military every time she/he speaks about being in...good for recruiting.

You're right, but I don't that's the point. If you earn an award you should receive it. If your performance rises to the level of a LOM, you should receive it.

What I do to that merits an award is far more important than the award. The award doesn't give it value. The action does. Anyone who has received the Medal of Honor their actions didn't become great because of the medal, the medal is great because of their actions.
