Do you talk to your subordinates about financial health?

Absolutely. Financial health is an important aspect of anyone's life regardless of volunteering in the military or being a civilian. Financial woes do not recognize rank; ironically, the more money one makes, the more one can mess up their finances. People, soldiers included, need to be aware of their budget and where their money is going. Being a PVT and buying a new $25,000 car may not be the best financial decision especially if they do not have some kind of emergency fund or savings plan in place. You never know what life may throw at you, that's why it's so important to have some money in both short and long term savings or investments. I've attended the military financial peace university program by Dave Ramsey and have shared much with anyone I can.

When i was in, the army, i would talk to my PLT about that, and offer them help

I had a FRG meeting not to long ago where we invited the Financial Planner from ACS to give a short (20 minute) brief. It was a hit and I plan on having back soon before we PSC to help my soldiers plan for their moves.
