About STA-21
STA-21 offers enlisted Sailors the opportunity to earn a commission by attending college while still receiving pay under their current pay grade. Sailors selected into the STA-21 program will attend NSI where they will learn the basics of being an Officer. From there they are allowed up to 3 years to compete their bachelors degree at the NROTC college of their choice. Sailors will receive up to $10,000 per year to cover tuition, books, and fees. Upon graduation, Sailors are commissioned as an ENS.

History of STA-21
In 1962, James Boorda was accepted into an enlisted commissioning program and rose through the officer ranks. When Admiral Boorda was selected as the 25th Chief of Naval Operations in 1994 the immediately reviving the historic enlisted commission program and appropriately named it, "Seaman to Admiral." Admiral Boorda believed Sailors "should have the opportunity to excel, and be all they can be, even if they don't get a perfect or traditional start." Today, Seaman to Admiral 21st Century (STA-21) - is a product of 7 combined commissioning programs and is designed to meet the goals of the Navy in the 21st Century, while at the same time creating a fair and equitable system for outstanding active duty Sailors to receive a top-notch college education and become commissioned officers.
