From my understanding the answer is yes. I’ve been told that they have an extra board at the state level that screens applicants prior to the packet going to the Federal level. At least, that’s what I’ve been told.

As a Guardsman, you're correct. You generate your packet and it gets sent off to proponent. Once it comes back approved, you and your packet go before a state FEDREC board (usually before a COL and CW5's). Once that's approved, you're state FEDREC approved and can attend state WOCS at the RTI. The curriculum is the same as Rucker but you are not federally FEDREC'd until you graduate WOCS.

Sir, what does that mean proponent? I will need a morality waiver, made some mistakes in the past and I feel as if it'll be a deal breaker. But what erks me is there are no Warrants for food service in the HI Guard to my knowledge. I really want to get in to the program to better improve the culture of fiod service for my state and for the 92Gs I serve with

The proponent is the Senior Chief Warrant Officer of the MOS that determines if a candidate qualifies to become a Warrant. It’s usually a CW4 - CW5. SFC Bryson Amaral
