This one is mainly for those who have been serving, or have served before the attack on the World Trade Center. I've only been in for just under seven years now and even I can tell that the amount of paperwork, certifications, and periodical updates at the Soldier level have increased exponentially in that time. What was the Army like before AT-Level 1, SERE 100, IsoPrep, etc...?

Personally, I don't think there's a blanket "yes or no" answer. Yet all together, it creates issues with freeing up time for teaching and training Soldiers more effectively.
