Senior Rater bullet comments that stick out to board members are those that are tangible, not overly glorious, specific, quantifiable, and measurable. If you have those types of characteristics, then they'll adequately portray what you're trying to communicate as you evaluate an individual.

The most important thing board members want to know from the senior rater is what does the senior rater want the board to do, "promote now, promote with peers, do not promote...ect) This is a promotion board and senior raters need to spell it out for the board.
Then the senior rater needs to speak to the Soldiers potential for positions of increase responsibly.
Finally the senior rater should speak to the Soldier's future.
I offer the following:
o promote to MSG ahead of peers
o assigned to positions of increased responsibility
o possesses unlimited potential: future Command Sergeant Major

If these are the type of bullets that the board is looking for then I would have made SGM before I retired. From what I have seen through the years there is no rhyme or reason to who does or does not get promoted, SGM for years I tried to show soldiers the results and help them prepare themselves for senior boards with everything going the opposite direction.

Would Do Not Promote fall in line with an adverse fit rep? Or could you use that on an individual who does there job but should not be promoted to the next rank?

Capt (Join to see) - Sir, you have Soldiers who do their job but at the current moment they are not ready for promotion. Promotion is about potential.
