What does everyone think about hail resistant roofing shingles? Gimmick, or do they actually work?

I live in North Texas where we are subject to the biblical type hail storms that strike the fear of God into you. Now since I bought my hail resistant shingles they have worked fairly well and I have never had to replace my roof due to hail damage (knock on wood). However I have neighbors that keep cycling through their home insurance and replacing with the cheapest shingles they can find over and over again the insurance company pays or they flip insurance companies. To me that seems like abuse. Wouldn't it be cheaper for everyone if the government mandated hail resistant shingles in hail prone areas? Just seems to me as an actuarial pool we are paying a lot higher insurance premiums for the folks that go with the lowest bidder and do not upgrade to the hail resistant shingles.
